Games that are made for 60frames should run in 60. However having less of a framerate does give a dev more quality. Take Doom 3 for example.

60FPS is competition standard and it's not because of the difference you notice, it's because of the action-reaction time differential. Tenths of a second changes a game,

Anything below 60 fps is shit. Some games (mostly non action based) are still playable but those are the exception and not the rule.
