They spawn on every map but it's broken for some servers.

They're really hard to spot. Use a Tapa, if u got it or get in the water. And need them ASAP for some really cool mutations

Yes the otter is on ragnarok it is normally in big ponds where there are fish because u need to kill the fish then drag the fishes body to the otter then it starts taming.
