How does one transfer items ? Tek transmitter is working great on character and dinos, just not items...

Look at the timer the itams have

Items must be in personal inventory before the timmer resets it resets every 30 minutes

What do you mean? I thought items in invetory stopped when uploading character

Anything items u want to transfer need to be in your inventory for at least 30 minutes. If something spoils or you split something it then resets the timer.
