Has anyone had an issue with this:
I changed some settings on my server then restarted it. It been a day and a half my server still isn't showing up on ark. Anyway to fix it?

Check that your server settings are the same as you think they are. In particular, check the server name.

Or sometimes it switches itself to PvP or pve whichever you don't want.. in my case this happened multiple times.

That what it did it a pve and it went to pvp
