Deadric is strongest. But im pretty sure the dragon weapons are stronger. Been a while sense i played the base game.

Daedric is stronger than dragon plate, but you're better off getting the death brand armor.

Also a point, armor cap is 537 which is achievable, with proper skills, without utilizing “the best” armor. Even light armor can hit the armor cap. So depending on your build you may not need the highest base armor.
