~READ THIS FOR LEVELLING AND POWER LEVEL GAINING EXPLANTATION.~
Sorry for my great deal of posts recently but to answer the levelling question firstly.
This video got me power levelled. As for power:
With power with all my great gear, I display at 304.5 power, without the mod added bonus (considered your real power level, the level drops are based on) I am 299.5. With these numbers, exotic engrams drop at a power of 299 but because their base is 299 when infused into another item it knocks it up to 304 power. Legendaries drop at 294, based on my real power (299) meaning they can knock lower gear up to 299. One of the ways, excluding powerful engrams, to level your power and possibly the only way after all milestones on reset is getting that exotic engram and it decoding in something you need to level. I have my arms Kerak Type 2, which sat at 296, I got an exotic that changed into Doom Fang Pauldrens, Titan Exotic arms and infused those into my Kerak's knocking my legendary arms up to the rank of 304.
