people that complain about scatter are idiots, he is a slow moving character that has a low rate of right that you have to be super precise with. I use it as an escape mechanism if some gets the drop on me. While you're at it get rid of widows auto fire and Anas sleep dart. If they get rid of scatter he needs a double jump or some kind of stun ability

They don't mean to make Hanzo managable if you watch the developer update. They just don't feel it's fair that Hanzo can one-shot tanks. They don't want to make Hanzo weaker actually.
