$700 can get you an AMD FX series CPU - 6-core probly. You can grab a decent graphics card (maybe a Radeon R7 300 series). Standard AM4+ motherboard from ASUS, MSI, or GIGABYTE. Corsair Carbide series case for around $60. You'll easily have enough for a 1TB drive, 16+GB of RAM, and even a DVD drive if that's your fancy. Not sure if that'll leave you enough for a Windows OS. I'd say it should - but may certainly be cutting it close.

Gtx 1060 (6gb) would be a solid choice with core i3 6100 with hyperthreading and 8 gb ram single stick save some money and buy another 8gb later for 16 gb ram
