Its a giant troll by them. It was broken and everyone bitched about it, so they gave it to everyone which only ramps up the bitching, however its getting nerfed in a patch later this week. So then all the haters who hated it, then used it, now secretly love it, are gonna get screwed by it. Its a giant mind humping, and in truth the reason they likely gave it to everyone is both as a stop gap for its pvp problems but also to gather more data on how to balance it.
