Mine took almost a whole day before it started showing up in the list, maybe you haven't waited long enough after purchasing it.

Have him download the phone app. Ask him for a pic of his main login menu. It'll look like this. If the circles aren't green, it isn't ready yet. Depending on host site it could be 30min to two weeks depending on demand and availability.
