PNY is reputable. That design looks fishy, but it's sold by DealFisher who have 98% positive reviews

I think PNY has been having issues the last few years havent they? and yeah that design looks fishy but apparently thats just how it looks (looks like a cheap china knockoff)

PNY makes the nvidia oem cards for the most part and is one of the largest board partners of nvidia. I would say yes it's fine for a low end 1080
