X99 boards have notoriously slow boot times if it was up to me I'd just try go the cheapest for what you need

My advice would be get the XE variant which replaced the E as it was found to have vrm issues when heavily overclocking it, however if you are only mildly OC’ing or not at all then you will have no issue with the E Gaming X299 as they are cracking boards.

If you have the money then go with a rampage vi board, either the apex or extreme. the lower to mid tier boards experience VRM throttling due to overheating when using high overclocks.
