If you're building one, it's definitely not going to fall under $600 at the moment due to some parts having their prices inflated.

Mine was over $800 and it still has issues with things loading sometime. I wouldn't recommend a $600 one.

A 600 rig to run overwatch is easy.
Get an nvidia 9xx
Amd ryzen 5
8-12gb ram

Plug in mobo and hdd as you see fit. Youll obliterate anything youll buy at thay price
