I think because Arms covers completely new ground while Splatoon 2 (no offense to the splatooners over here) is essentially a rehash of what they already knew worked - Arms is a risk for the devs and a very exciting, new ground. Especially if you've already played Splatoon on Wii U, Arms is the better option because it's something completely new, while Splatoon 2 is an update on something you've already experienced.
