Buy Arms at Target or a place with a good return policy, SAVE the receipt, play it and then return it before 90 days or whatever the return policy is and then use that money to get splatoon.
I think because Arms covers completely new ground while Splatoon 2 (no offense to the splatooners over here) is essentially a rehash of what they already knew worked - Arms is a risk for the devs and a very exciting, new ground. Especially if you've already played Splatoon on Wii U, Arms is the better option because it's something completely new, while Splatoon 2 is an update on something you've already experienced.
