Milestones are your best bet. Also you can still farm public events, but it'll be at a crawl to gain PL.

Create a new character of the same class, lvl up to 20 without talking with any NPC, and bingo! Free Milestones that will get you out of the hole... It takes like 7 ours with coin or 4 ours with a friend (both using coin)
