There are characters who aren’t balanced but they’re working on it.
OW is a very hard game to balance and I think Blizz have done a great job in doing so, the community needs to cut the devs some slack.

Give junkrat 4 bombs instead of 2 , mercy should have rez faster than her shift , symetra should be able to kill a target by just looking at them

There will always be good and bad characters
But there is such a thing as a healthy game and honestly if it wasn't for the mercy and Junkrat dominance after their changes overwatch would be extremely healthy because all heroes would be viable choices if the player is good with their particular skill set

100%? no but there is a hell of a lot of balance involved in this game. especially in the maps. the characters have some issues imo, but the gamemmodes them selves and the maps are very well balanced .
