Can someone please explain to me, why doesnt my CPU up time restart after I shut the pc down?

I looked up on toms hardware, and somebody commented that it is only a mild annoyance, and not a problem whatsoever.

Are you sure you are actually shutting it down? I'm sorry if it sounds like a stupid question but I've known a few people who put their computer into sleep or hibernation without ever shutting it down.

There was definently a small period of time that whenever I told my computer to shut down, forwhatever reason it would always go into hibernate.

I think mine does this. Sometimes when i start my pc up, all my windows and everything are running again, even though i ALWAYS shut down.

Try Alt+F4 to shutdown

I think it's a windows 10 fast boot issue. Try disable it
