You might be ok at lower settings. Unfortunately it looks like your CPU is a bit slow. The graphics card isn't completely terrible though. (I wouldn't suggest upgrading now anyways since farmers bought out most of the stock on graphics cards, launching prices up)

I'd look to see if that motherboard chipset has a faster CPU option, and grab an SSD for Windows and Destiny.

If GTA is running smooth than you could probably wait and see how Destiny runs. Would still suggest an SSD for faster boot times and reliability.

If you want to look at faster CPU's I looked up the socket type for your current mobo so here is a link for all the CPU's that can work for you. Depending on budget there are some good options for an upgrade.
