Did you try using a tool of some kind to break the ice? There's ice caves on ragnarok where you can break ice that looks like that

Legit just whistle it out dude i had tribemembers trying to get a quetz out of there for like 2hrs i came down and whistled it out pretty much straight away

Lol I got my Quetzal stuck in there heaps, you can break the stone rock next to it, it's like hanging down and you can pull it out there after you break it

Make sure All the rocks on the outside of the cave are gone that is a glitch I have been on it sucks.

Kick someone from your tribe and get them to shoot it when it’s on aggressive. I got my griffin stuck and it worked for me, best of luck

Enable wandering on it and come check on it later that's how I got a couple of wyverns out of the floor when they got stuck
