Set the difficulty offset to 16.6 - the rule of thumb is take your offset difficulty and times it by 30. So for example - mine is set to 30 - 30*30=900. Of course this means wyverns will be able to go higher - highest we've seen is 1120.

Why would you want dinos that high of a level? you can just breed to get higher levels

Difficulty offset should stay set to 1, the overide maximum difficulty should be set to about 15, depending on the map
