From my experince in the game certain cars will remain the same height as the lowest upgrade and some will go higher. Can't say I've ever seen one go lower though but it all comes down to the car I guess.

It depends on the car old cars like the impala and bel air and I think the f100 among other oldies the race spring actually get you lower than rally with tune
