So I'm about to upgrade to a new CPU, on a budget of about $400. What's the best set up to get? I need a new CPU, Mobo, and ram!

Ryzen 1600, b350 mobo 8gb ram

You're pretty tight on the budget there mate, i recommend looking at Ryzen or i3's for the CPU, and anything cheaper 960 for the GPU, i recommend
those bare cheap RAM, but get Corsair or anything like that, 8GB is enough,
And 500-600W For the PSU, get the Corsair VS Series, they're pretty cheap and are good quality
