Maybe they shouldn't announce the dlc until it's finished that way they don't get so much heat from the community. This is a recurring thing with this game. We get something cool announced they give us a date and then it gets pushed back by a good chunk of time. Just wait until it's done and ready and then announce it

The only reason why they announce new dlc way before they know it's finished is so they can rake in as much money as possible. It's just more pre-order bullshit. You're paying for a product that either doesn't exist yet or isn't completed.
