Both were playable and can be countered if executed properly but players bitched about their powers rather their crappy plays and comp
NERFS:
Soldier - not that much affected but still
Ana - kinda bad but can be played
Ultimate charges - a buff to sombra
Roadhog - I'm not sure whether it was nerf or a buff since he is still op
BUFFS:
Bastion - the play style is changed now atleast imo
Ana - granny can be used to kill squishies now
Mccree : noticeable change but can be done better
Reaper: shadowstep is true to its name and lifesteal can be improved
Sombra : can be irritating if used properly
Widowmaker : She's better now except her ultimate isn't
Roadhog - again can't properly decide
NANO BOOST BUFFS:
LUCIO : FAST AF BOI
DVA: KILLING MACHINE

mercy is unplayable now because of a small group of people who can't play well to counter her and complained like crybabies
Doomfist was hyped af but they screwed him up again to due to a bunch of crybabies
Not keeping all the arcade modes is a bummer
CHARACTERS IN NEED OF A BUFF:
Doomfist hitbox can be increased with instant shotgun reload
Mei her pick rate is worst a new ability with decreased cooldown can be done
Zenyatta can Have either multiple heal or discord orbs
REWORKS
Widowmaker ultimate needs a rework like mercy
Hanzo scatter arrow can be used as an utility
Revert to old mercy
Blizzard is fixing things which are not broken and breaking which are fixed because of the players psychology and their skill.

No. Doomfist rocket punch hitbox was as big as a bus and needed a nerf. He's as good as ever unless you can't aim.
