I just have a small question, how does reaper counter tanks

You shoot them.

You gain hp the more damage you do and they have a lot of hp for you to do a lot of damage.

Really the only tank that can deal with you is Hog and maybe Rein.

If hog can hook you, you're dead.

If he misses though, idk.

At close range though he's got the ability to kill you just as easily as you do him.

Unless you're behind Rein, he can beat you too.

He's just gottta swing that hammer around.

Provided hes full health, he can win that.

They’re large so it’s easy to hit them and they don’t do enough damage to kill him through his life steal. Of course this isn’t true cuse I still lose to good dvas and roadhogs while not missing a single shot.
