I got overwatch on PS4 digitally when it came out, If I log into my psn account on another ps4 will I be able to download overwatch again from my library and play it and still have all my data from my account such as skins, rank, and level?

If you're logging into your account from anywhere as long as it's on the same platform you will have everything still.. The game is stored basically on their servers cloud... You just can't go from PS4 to PC because it's different platforms..
