Go in to bios on mobo and ensure the hdd is recognised there

It's a bad sata cable or hdd

U may need to go in computer management and register it as a hard drive I need to do it with my ssd

Make sure hard drive is plugged in all the way

if its new, you have to initialize it, if its not check sata cables and the connecting power, or listen to your HDD for some clicking sounds, if you do hear, prolly need to buy a new one
