Few Moira questions:

Does a discorded target take more damage from her alt fire, dark ball and ult? Does she regain more health from said target?

Best team for her? She is not suitable for dive comp IMO.

Thinking Rein, Reaper, Hog, Deathball like characters.

Its not a discord its a orb that bounces around hurting any enemie hero its comes in contact with

Her right click healing isn't connected to the damage. Don't think of it as lifesteal, that's Reapers gift. Moira might heal extra under the effects of BioNade (haven't tested it) but damage boost won't change it. BioNade is wonky with heal orb; the target receives more healing per second by draining the orb faster, but the total is still 300 unlike other healing sources. Discorded targets will take extra damage per second, but whether or not it drains the orb faster or is a genuine boost IDK.
I think she works best with a second healer because left click can run dry. I think she would work well with Genji because he can deflect enemy Moira orbs (which basically gives you more orbs for free) and she can heal him during DragonBlade/busy fights easily.
