1600 is great, would get a gigabyte board...either AB350 or X370 Gaming K5 is a great choice

You can get a 1600X for 200 and some change. Slap on a Noctua D15-SE-AM4 which is essetially the best air cooler for AM4 and beats many AIOs. The total should be under 300 incl. shipping.
