I think it's bc it doesn't like stay on them long enough to keep a fire going
It's almost like whooshing your hand through a flame

There's nothing to catch on fire mostly, no accelerant or usually anything flamable. Most heroes outfits are metal, rubber, leather, spandex etc.

It would be interesting to see it tested with a lower alpha damage bit with a DOT effect.

maybe 75 hit dmg and 50 dot dmg that would stop by getting any kind of healing(health packs or heal by a teammate)
