Nope. Both are on WiFi

Nothing to do with your hardware. Xbox has better dedicated servers. Your home WIFI transfer speeds will range from 54Mbps to > 400Mbps depending on your signal strength and devices.

Sometimes (in cases like the blizzard app) you have settings of limitations for download speed. Check your setting and see if that helps.
