So my isp gave us a 100 download and 35 upload speed. Is this accurate. Shouldn’t it be higher for upload. Every package they have is like 200 down 35 up, 400down 40 up. With my 100 down and 35 up I see 45 down and 30 up. Any fixes to get what I actually paid for

I guess the question is, what did you actually pay for?

Probably depends on your location and isp, but unless you're streaming you probably don't need more than 35 up

You won't hit a full 100 down if you're using it on other devices. Disconnect everything, laptops, phones, anything that has an open connection to it. Then try downloading, should see a speed increase. I get 80-90 mps at 4am when everyone's asleep

Most isp's have 10-40 Mb/s up for consumer grade internet. Unfortunately if you want substantial upload you'll need a business package set up for hosting. This has been my experience with Comcast, Verizon, and time Warner.
