One of my college friends has a fairly old PC that recently started turning off randomly and then power cycling a few times before booting up again. It’s an Optiplex 960. Any ideas on what could be going on? Her dad said something about the motherboard being messed up.

Could be power supply not putting out what it should be anymore. If you boot into BIOS (maybe F2 to enter set up on the dell) does it reboot if you let it idle for ~1 hour?
