That fan is the thermal solution. Can you buy a boxed phone without a charger?

I have had a stock cooler on my phenom 2 x6 1090t for 7 years no prob. Even some great ocing. Never even replaced the tim like hour supposed to

Same reason why car company sold cars with tires. Eventually you'll replace it, but you need it to drive the car and bring home

Normally only the budget consumer chips are sold with a cooler , keeps cost low for the buyer to be up and running

I haven't had a CPU cooler come with my CPU in years

Budget chips when I got my 4670k it came with a shit cooler that was broken on arrival(fan only ran on low speed). The 4670k was not a budget chip back in 2013.
