I mean, if just for videos, sure. A 1070 isn't good enough to power 4k at 60Hz.

If you are going for 120FPS at 4K res then I recommend GTX1080TI but I am not sure if it delivers with 120fps (may vary for certain AAA games)

There is no "120 FPS", it's a TV, it's 60Hz. And yes, a single 1080ti is needed for 4k @ 60Hz. Don't confuse a monitors refresh rate with a TV's flicker rate.
