For 4k gaming, you will need 4k monitor, cpu, motherboard, gpu, psu, hdd and case. That is the list of all the parts you need.

Depends, you can 4K game on a budget with an i5 and GTX 1070. Some games will need some settings dropped but you can still pull it off with that setup. If you want 4K Ultra @ 60fps, then i7 and 1080 Ti.
