I’m looking at a overclocked Threadripper 1950X, GeForce 1080Ti based system and I want to play games and do some video work (not terribly intensive) on it but I’m not sure how much RAM I should get.

Would 16GB of RAM be enough or should I get 32GB?

It's hard to know with that limited description, but you're going Threadripper and 1080ti? Get 32gb. Make sure it's fast ram though. RyZen loves fast ram.

Always go for what you can, 16gb is kinda the minimum for editing

True.. I'd recommend ryzen aswell if you you want to make out the best of the budget and they are pretty good as well thanks to the more cores.
