But a new monitor as far as I know you can’t do anything

my 2nd monitor is doing that as well after some updates and restart. all i have to do is to unplug it from DC and plug it again and it's going back to normal, if you didn't tried it yet maybe give it a go?

Tried different cables? Are you using HDMI? Try DVI/Displayport. If that doesn't work, your monitor broke.
