Hi there,
I have been having this problem since I reformatted my PC.
It seems that I cannot open my Windows Start Menu,
also Ethernet, Sound, and Notifications, though my Cortana works.
I tried to create a new user account but when I click it,
somethings pops up and close, leads to nothing.
Anyone who can help will be appreciated.

Did you use a usb drive and do a Custom install? Not going into settings and telling it to re-install Within windows..

Do you know if it's the RTM copy, the "Aniversary" update or the "Creators" update you have installed? 1511, 1607 or 1703?
