Helping a friend build a pc for gaming and programming. I'm looking to bump it under $2000 but don't know what's best to sacrifice while giving up the least amount of performance.

If you want performance and value without breaking the bank then AMD is obviously who you go with. Anything in the Ryzen 5 or 7 series would be a good choice. Considering that your budget is only $2000 I would go with a 1600, 1600x or the 1700 and a midline AM4 motherboard. That would put you at about $500 spent so far. The rest could go towards your other gear.
