the cpu can't handle it the cpu is probley running at 100% this will slow any computer down.

I have a similar issue to this. Mine will download for like a minute then stop for 5 or so minutes then start up again. I tried 2 different HDDs and an SSD but still the same problem. My brother nor my cousin have this issue so its not a network problem. It only seems to happen with steam for me. I can download games from anywhere else with no issue. Reinstalling steam helped a lil for me, Its worth a try.

Some games just do that. I think they are decompressing the files or something. Payday 2 does it all the time for me.

Worst case delete steam, redownload it, point to the game files.

Hey bro, had this before.
If you go into the steam settings, find the downloads tab - you can alternate between download servers. You may have a few around you that you can test with to get the download started

It’s not your hdd, your hdd is writing the information at full tilt. It’s your network that been throttled. Hense tells you at the top.

If your on wifi, could be that the connection is weak. Or if your wired, maybe your Ethernet cable has a severed wire. If this is the first time and your net as been good, I’d do a speed test

Haha okay take a hint had that happen to me a while back and even phoned steam and my service provider. Change your internet setting to run from google settings. Try that as it was all that worked for me
