Do you have to get to level 4 in online before you can start the campaign? Do you go to that shady shop? I just got the game like 30 minutes ago.

No story is unlock from the start. Left top the os a whole.

No, I did the campaign from minute one because my online doesn't work overseas

I still don't see how to get to it I just see all shops and the lobby for online. Everywhere else tells me come back after level 4

You forgot to say what game, lol. No you can start the main story for Splatoon 2 anytime, it's only the shops that require you to be a certain level. Weapon shop unlocked for me at level 2.
