Your res has everything to do with it. 1920x1200 @ 60hz

Your rez option is at 60. If your monitor is more, itll give the option i believe. I am pretty sure mine runs at 144

BF is capped at 60fps. There may be a fix if you edit some files or something from what I just read. Just google it, lol. It's capped.

The game is capped at 60 because it's a console port

It's not a competitive game
So frame rate latency won't affect you at all, maybe that's why it's locked to the refresh rate of screen

Try lowering to 800x600 75Hz then save and restart
And set again to 1920x1080 the Hz wont back to 60, it stay at 75
