If you want to stream, you'll be better off with the R5 1600, 6 cores and 12 threads. This will help compute gaming and streaming simultaneously. Otherwise good to go!

Streaming with a Quadcore will be a Disaster. If you went with a quadcore you could get an Nvidia GPU, and use Nvidia Shadowplay. Otherwise, this setup will not be to good for streaming. If you did choose this setup, you could add a captire capture Card and use a extra laptop you may have to do the encoding with OBS or Xsplit.
