Assuming these graphics cards go down to regular price again, I'll be able to swap out my GT720 for a GTX 780ti or 1080 ti.

If I want to swap out a weak graphics card for something very powerful do I need to change out any other parts on a PC?

Make sure your psu can handle whatever youre thowing in there. Also thing about whatever bottleneck may happen. If you have a gpu that old, my assumption is that you have a cpu just about as old. At 1080p, that would REALLY bottleneck a 1080ti.
