Anyone know what needs to be done in order to unlock the special vs match against katou to fish for rare fish?

From what I understand that cue explained I have already maxed out fishing level and was stumped until he told me he is a vs character that came after someone let me see if I can find the post and I'll tag you

Yeah I got him before I leveled up fishing...don't waste your time using better bait unless your level 20 or better
