Anyone know how to make Otters forage for pearls? Is it only when you have them kill on command or is there a way they can do it themselves?

I run a player dedicated Rag server, when the Otters came out I started with a couple and cranked up my breeding and maturation stats.... well needless to say I was overrun with Otters and Equus I forgot that it continues even when I am not online .... so I had to kill a mountain of horses and Otters bahaha!! But I kept some lol
