OP healing of others needs some kind of a tradeoff. That tradeoff is poor mobility, poor self defense, and poor survivability if you get jumped

Part of ana's sustain is being a sniper. Positioning yourself to take the least ammount of damage while holding a vantage point to pump out the most healing is how she stays alive. Ana's like widow, mcree and tracer shes just a buff away from being op (again) or a nerf away from being useless

The only supports who can heal themselves over time are lucio and mercy the others either have shields and low health or in anas case just health so no denied move on

Ana is already strong enough, she needed a drawback. She is the most self-sufficient support aside from Lucio, only makes sense that her self-healing takes a hit.
