I think it means you can refund them the next day and if you refunded them you have to wait within seven days

You do get it within 24 hours I always do
I think the 7days relates to if you transfer it back to your bank account possibly

Games can always be refunded I believe as long as there is less than 2 hours played on them

This is what happens during sales and you refund, I think something with the servers getting choked. You'll get your money, probably in 3 or 4 days. Don't sweat it.
