Well I'm going to upgrade my mom's Toshiba c655 laptop cpu and ram, any recommendations on a cpu?

Why are you replacing the CPU? Are you even sure it can even be replaced? Generally its not worth replacing. It might be worth upgrading the laptop ram if it has less than 8 GB.

Cpu stays at 100% used when there isn't anything running plus it's a 1 core, which I would think a 2 core or something else would do a lot better, but it just has 2 gigs of ram, which I'm going to upgrade to 4 gigs but she doesn't even use 1 gig for her stuff

If your computer is only a 1 core machine that means its older than dirt and,you should replace the entire thing. A $200 chromebook would be better than any CPU/ram upgrade you could do. Decent non gaming windows laptops can he had for $500.

The reason I haven't done that was the pc was my grandparents and in which they passed away, so mom wants to keep that laptop
